Personal licences

Personal Licences are granted for a period of 10 years and must be renewed at least 3 months before the expiry date. You must also do refresher training every 5 years from the grant of the licence.

If you hold a Personal Licence which expires on 31 August 2019, we recommend that you do the refresher training as soon as possible and submit the training certificate with the renewal application. However please note that you should not delay your renewal application because you don't have a training certificate.

If your Personal Licence expires on 31 August 2019, you must meet the following deadlines:

  • 31 May 2019 – last date for submitting the renewal application.
  • 31 August 2019 – last date for doing refresher training.
  • 30 November 2019 – last date for submitting evidence of refresher training.

If your renewal application has not been processed by 31 August 2019, even if it was submitted before the deadline, then the Personal Licence will cease to have effect as of 31 August 2019. Due to the large number of licences due for renewal at the same time, please submit your application as soon as possible so that we have enough time to process it.

A personal licence is issued under the Licensing (Scotland) Act 2005.

A personal licence is required by anyone who intends to be named as the premises manager of a premises licensed under the Licensing (Scotland) Act 2005.

Any person aged 18 years or over may apply provided they possess a relevant training qualification and no personal licence previously held has been revoked within a five year period immediately prior to the date of application, unless the revocation was for failing to comply with refresher training requirements.

Once granted a personal licence will have effect for a period of 10 years unless it is surrendered or revoked by the Licensing Board.

Fee: there is a fee of £50 for a personal licence application.

The Licensing Board expects all applicants for a personal licence to submit proof of age with the application. Any applications submitted without such proof will be returned.

Copies of the following documents will be accepted:

  • a passport;
  • a European Union photocard driving licence;
  • a Ministry of Defence Form 90 (Defence Identity Card);
  • a photographic identity card bearing the national Proof of Age Standards Scheme hologram;
  • a national identity card issued by a member State (other than the United Kingdom), Norway, Iceland, Liechtenstein or Switzerland;
  • a Biometric Immigration Document.

Personal licence holders must undertake refresher training within five years of the licence being issued. The relevant training qualification is the Scottish Certificate for Personal Licence Holders (Refresher) at SCQF Level 6.
